The more scientific answer could be very brief. Since up till now nobody has prooven their existence, something that doesn t exist cannot be more intelligent than a human being.
But this isn t a question about science, it is a question on mythology. My answer will be based on European Christian ( mostly medieval) mythology and folktale. Perhaps the answer might be different in other mythologies, since all judaic religions ære familiar references to angels. But i know little of those folktales. In mythology, as far as I know there never is any explicit mention of the angelic intelligence as such. They mostly act as mere messengers of God or as knights in shining armour that fight dragons or devils. And when they are being praised it is mostly their beauty that is mentioned. All of this doesn t really suggest much of a free will. And thus it would seem to reduce the amount of intelligence required to fullfill their missions. This is contrary to mankind itself whom was supposedly and consciently been given free will by God to choose between good and evil. The latter requires a level of intelligence in order to make a proper assesment of the situation. Although Adam and Eve had to go against Gods wishes to get this freedom and were punished for having made this choice. At the beginning if time the judaic God didn t really indulge free will. Actually one might argue hat humanity got its free will and thus distinguished itself from the other creatures of creation against Gods wishes. However as we shall see hereunder one mighg also say that God set a trap he knew mankind would fall into.
On the other hand Satan and his disciples choose to rise up to God and claim their right of free will and thus the right to do evil. In reality they claimed the same rights that would afterwards be given to mankind. The right to choose between good and evil. This is a sign of intelligence and rebelious spirit at least from the part of the fallen angels. In European folktales Satan is always displayed as a sly person trying to lure mankind to the dark side. This implies a level of intelligence. On the other hand Satan is often outwitted in these folktales by very intelligent humans. E.g. when a pact is made to build a barn before the third crow of the cock (sunrise) in exchange for the soul of a farmer. Often in these tales the farmer will get afraid and confess his sins to a priest or to his wife on the second day. And of course these latter wake the cock before sunrise on the third morning thus leaving the barn uncompleted and saving the farmers soul.
All in all this reads as a fairly tragic story. God first created angels whom he wanted to obey him in order to do good. Doing good means in thus context obeying gods wishes. Satan doesn t like to be told what to do all the time and wants to choose himself what is right or wrong for him (which might or might not correspond to Gods wishes) Thus he claims freedom of choice for himself and all his angels, God doesn t accept the demand thus satans rebellion starts.
God creates man and woman and puts them in a perfect and thus “dull” garden of Eden with nothing to do but relax all day in eternity. Yet he consciently places a seduction in that garden, the Apple. By forbidding humanity to eat from this Apple, he adds a challenge to the otherwise perfect garden. Since god created mankind he knows that the curious mind of men will drive them to strife for excitement. The only exciting thing in the garden is being made forbidden and thus the trap is set. And as soon as mankind , as could be expected, takes the bait -God himselve put there- they are being punished for this. In making that free choice humanity shows its ability yyo choose and use its intellect in the same manner Satan did.
Are angels more or less intelligent than humans. That can t be determined with certainty, but those who choose to obey god without doubting him choose not to use their intelligence to its full extent since they don t question… . And questioning is an essential part of intelligence. We also see that some people outwit the devil and some are lured into a trap by him. This suggests that the fallen Angel is quite intelligent, but less so then some humans. We may suppose he is in the higher parts of the intelligence scale, but not in the absolute top. And since Satan once was Gods right hand and now his most important contender, we may assume that most other angels both the celestial ones and the demonic ones will be less intelligent than he is.

Angels and Ascended Masters reside in the ascended realm beyond the material realm where all know themselves to be one with God and function as such, and are referred to as gods (small “g”). In the ascended realm, the Angels and Ascended Masters are not bound by time and space, and can be everywhere at once,
They have dominion over materialism, and they can manifest a body anywhere at anytime in the material realm. What they think is manifest instantaneously, because they do not think linearly but spherically.
Thus, there can be no comparison between angel and human intelligence because the ascended realm consciousness is different than the material realm consciousness. The angels and Ascended Masters inspire all advances in human life including science and technology.
